Subject: Freedom of Information Act request of March 20th, 1998 Sweigert vs. United States, AMD-98-654, U.S.D.C. for Maryland

Ladies and Gentlemen:

Enclosed please find a letter of December 12, 1996 from Harlan Gottlieb, Command Counsel of U.S. Army Simulation, Training and Instrumentation Command [STRICOM], that advises your office is the appropriate appeal authority regarding matters related to the Freedom of Information Act, 5 U.S.C. Sec 552(b).

Attached is my March 20th, 1998 letter to Mr. Gottlieb that clearly states the letter is a Freedom of Information Act request. Please observe a copy of a certified mail receipt that demonstrates that U.S. Army STRICOM accepted delivery of the 3/20/1998 letter on 3/24/1998.

Neither the U.S. Army STRICOM, nor Mr. Gottlieb, have acknowledged receipt of this Freedom of Information Act request as required by 5 U.S.C. Sec. 552(b). Therefore, I intend to file new litigation against the U.S. Army Material Command for violation of the Freedom of Information Act, specifically ignoring the requirement to respond to requesters within 20 business days.

Please forward this letter to the Secretary of the Army.
